La battaglia di "quota 507"

Nella guerra scatenata dalla Germania, con l'aiuto del suo più fedele alleato (l'Olanda), contro l'Italia, siamo arrivati ad una battaglia cruciale, quella che mi piace chiamare di "quota 507", con riferimento all'articolo 507 del Regolamento sui requisiti patrimoniali delle banche. Vi invito, in via preliminare, a visionare l'intervista di Claudio Messora a Marco Zanni. Al termine potrete leggere, se vorrete, il mio tentativo di spiegazione ad usum piddinorum. Si tratta di questo: vogliono che i titoli di Stato (BOT, BTP etc.) detenuti dalle banche siano considerati come "rischiosi". Fino ad oggi, in ogni luogo del mondo, e da sempre, i titoli di Stato sono stati considerati un investimento risk-free, privo di rischio, il che significa che nessuna banca è mai stata tenuta a detenere una riserva di capitale in vista di una perdita sui titoli di Stato. 

Chi "vuole" ciò? La Germania, sostenuta dai suoi satelliti, in primis l'Olanda. Alla faccia delle belle speranze del premio Nobel Franco Modigliani, il quale sosteneva che "la strada (sbagliata) della rigidità del cambio andava percorsa fino in fondo, cioè fino alla completa unione monetaria. Questo paradosso veniva giustificato affermando che con l’euro la Bundesbank, così come tutte le banche centrali nazionali, avrebbe fatto un passo indietro per lasciare la conduzione della politica monetaria alla Banca Centrale Europea (Bce), un organo collegiale nella quale la Germania avrebbe espresso un parere importante, ma non determinante. Insomma: 'più Europa' (monetaria) avrebbe salvato la situazione, portando a una politica monetaria più attenta agli interessi della periferia (Modigliani e Baldassarri, 1997)".

Ora l'organo cosiddetto collegiale BCE sembra pendere decisamente in favore degli interessi (ma guarda tu!!!) della Germania e dei paesi suoi satelliti (Austria, Belgio, Finlandia, Germania, Lussemburgo, Olanda). Ecco cosa ha scritto Benoît Cœuré, membro del board della BCE, nel novembre 2016:

«And in most advanced economies, as well as in most macroeconomic models, government debt is always perceived to be safe, too. There is (effectively) full consolidation between the balance sheet of the central bank and that of the fiscal authority, making government debt risk-free in nominal terms. The central bank can guarantee its payment in cash and at par in all states of the world. As such, there is no credit risk attached to sovereign bonds, although they may still carry inflation risk if the central bank is pressured by the government into financing inflationary deficits. In the euro area, however, the same institutional relationships cannot apply. There is one central bank and nineteen different fiscal authorities, the member countries do not assume responsibilities for each other’s debt, and the European Central Bank (ECB), for very good reasons, is forbidden by the Treaty from “monetary financing” – which means purchasing directly the debt of governments or directly lending to them.»

Vi traduco il brano evidenziato: "Così stando le cose, non esiste alcun rischio collegato ai titoli di Stato, sebbene essi possano essere fonte di inflazione qualora la banca centrale sia pressata dal governo a finanziare deficit inflazionistici. Nell'eurozona, tuttavia, una tale relazione istituzionale non è applicabile".

E perché non è applicabile? Perché, ce lo spiega sempre Benoît Cœuré: «There is one central bank and nineteen different fiscal authorities, the member countries do not assume responsibilities for each other’s debt, and the European Central Bank (ECB), for very good reasons, is forbidden by the Treaty from “monetary financing” – which means purchasing directly the debt of governments or directly lending to them.» - «Vi è una banca centrale e 19 diverse autorità fiscali, i paesi membri non si assumono responsabilità per i debiti altrui, e alla banca centrale, per ottime ragioni, è proibito dai trattati ogni forma di finanziamento monetario - ovvero l'acquisto diretto di debito pubblico o prestiti diretti ai governi.»

Questo lo sapevamo già, ma ora c'è una novità: ci viene detto (articolo 507 del Regolamento sui requisiti patrimoniali delle banche) che, siccome la BCE non garantisce i titoli di Stato, questi devono essere ufficialmente considerati a rischio, e la loro rischiosità valutata dai mitici mercati. Il che implica, in base alle regole internazionali del sistema bancario (Basilea III), che le banche dovranno detenere una riserva patrimoniale proporzionale alla quantità e rischiosità dei titoli di Stato posseduti! Nulla, invece, sulla rischiosità dei titoli derivati, di cui le banche tedesche sono piene zeppe.

Se questa clausola venisse definitivamente approvata il sistema bancario italiano dovrebbe ricapitalizzarsi per una cifra di circa 90 mld di euro. Un'operazione praticamente impossibile a meno di invocare l'intervento della troika, ovvero l'attivazione del meccanismo di stabilità europeo (ESM) il quale, tuttavia, prevede la nostra sottomissione ai criteri di condizionalità: una cessione, praticamente integrale, della sovranità economica e fiscale. In favore di chi? Ma delle Istituzioni europee, le stesse che vogliono imporci il rispetto dell'articolo 507, ed evidentemente dominate dalla Germania e dai suoi alleati.

L'obiettivo della Germania è chiaro. Il sistema bancario nazionale si troverebbe costretto ad una scelta tra:
  • reperire, in condizioni di mercato sfavorevoli, una cifra di 90 mld attraverso la svendita delle sue attività, oppure
  • chiedere l'intervento della troika
Nel secondo caso, la troika ci imporrebbe una politica di deflazione ancor più dura di quella che sperimentiamo a partire dal governo Monti. L'effetto sarebbe quello di salvare il capitalismo finanziario italiano a spese del capitalismo industriale. Uno scontro già in atto negli USA (Il partito di Donald Trump all'attacco dell'indipendenza della Federal Reserve: "Stop ai negoziati vincolanti per Stati Uniti").

La battaglia di "quota 507" si inquadra, dunque, in uno scenario più vasto: lo scontro, per il potere, tra il capitale industriale e quello finanziario. L'Italia è, in questo momento, il luogo in cui tale confronto si annuncia più duro. Ed essendo uno scontro per il potere, esso sarà deciso sul piano politico, cioè del consenso.

Capito perché i #movimentodalbassisti hanno ragione?

Conclusione


Volevo essere chiaro e semplice, ma non ci sono riuscito. La problematica è troppo complessa, ed io non la conosco così bene da riuscire a spiegarla come faccio, a scuola o nei miei video didattici, con l'elettronica e l'informatica. Ritenterò, ma sempre più mi è chiaro che senza i media cong non ne usciremo. Non sono, ahimè, il princeps subdivulgatorum.
